Flight 5191 took off from a short runway not typically used by commercial jets before it crashed, killing 49, an NTSB spokeswoman said.

I would think so and since there was an Air Traffic Controller in the tower, he/she should know. NTSB doesn't like to divulge too much info too quickly. Law suits????
