www.freewebs.com or angelfire.com are good but i prefer freewebs. I downloaded a program called Dreamweaver that lets you create a website however you'd like then upload it to freewebs or angelfire and BOOM you have a website. Or you could just use freewebs as a tool instead of dreamweaver...you have to buy dreamweaver unless you get it illigally on LimeWire or Ares or Morpheus

Geocities is quite unreliable, I used to do it but got sick of it.

Webhost's such as: web1000.com, geocities.com, freewebs.com, bravenet.com

You'd make a website yourself using an HTML editor, then upload your files to a free webhost which hosts the files or host the files locally on your own computer that makeup your website.

To understand HTML you can learn a bit by typing HTML Tutorial in search engine like Google and searching for the many free tutorials that are online on HTML, once you do this and/or have an understanding of how to use an HTML editor to create webpages the rest is left to your imagination.

You can even use Notpad as an HTML Editor.

Here's a useful link for HTML website developing:

Get more advanced and you can use a free webserver and host the website yourself, some good webserver software is here:
http://www.keyfocus.net/kfws

You'd get a domain name, link that domain to your current IP address, and any users that type in your domain name such as donkeysdomain.com in browser automatically will forward them to your computer which is where your website is located, it will then be displayed in their browser.

Your website's storage capacity will be the overall storage capacity of your machines drives on your network, and the overall website connection bandwidth will depend on your internet connection quality and ISP speed package.

What is the website for? There are plenty of free blogging sites you could try (360.yahoo.com for example). Also Backpack offers a nice service for storing notes, images, lists, etc. http://www.backpackit.com/
