depending on where you live, you can join acting groups in your area or start off as extras in student films (no money here). This will pad your resume so you can get work later.

Check http://www.craigslist.com for acting gigs in your area.

I know exactly how you feel. My parents don't want to fork out the money or move, so I'm stuck till I'm eighteen.
Until then, just get as much acting experience as possible. If any movies are filming in your area, sign up for extra work. Usually they ask the schools to find people to be extras. Do some plays, that's good experience.
And then when you're eighteen, you'll break out into the film world.

start out as an extra, then join the guild. Unless you're a younger than 19, you could move to LA, by yourself, with help. You could also go online to get an agent.

Start by going to acting school in the city where you live. You are NOT ready for an agent.

Does it have to be movies? Why not start with your local community theatre. Most actors in movies get their start in theatre.
