Most of the pilots are using the fly overs as part of there training.They set the track up as a "target" are fly over as their sortie.The various air traffic controllers,logistics personel and flight crews are involved in "timing" these fly overs.
The worst one I saw was when the race was started about half hour earlier than scheduled due to rain and nobody notified the fly over and the arrived around lap 10 or 15.

Last year I went to a race to Phoenix-& the fly over was like 1 minute after the anthem.
I believe they schedule a time & sometimes something goes wrong, and thje fly can occur @ any time

They hold at a point a known distance from the event. They know how long it will take to travel to the flyover from the holding point and based on this timing, someone at the event relays via radio when to depart

i've been to dozens and dozens of races and i've seen bad timing many times. i've seen the fly over in the middle of the anthem, and i've seen it 90 seconds after. it's something truely special when they get it right though

speed x time = distance.
or rather, time = distance/speed
theu know how far they have to go.
they know how fast they'll go.
so, they know how long it takes to get there.
they can leave at the right time to get to the stadium at the right time.
the hard part is getting the anthem started at the right time.
