George W tells the people what they want to hear half the time, and what he wants them to believe the other half of the time.
He has a hidden agenda, as all New Agers do, his and his family's connections to Hitler's agenda is a well hidden secret, his money comes from doing deals with Satan's minions on Earth, and he is a flat out war monger.
Now do you want to know what I really think?

Who in elective office ever tells the truth...?
Wouldn't it be fun to give every politician a lie detector test once a year...?
But if we gave everybody in public office a lie detector test, we would have enough humor to keep us laughing for the next year. Leno, Letterman and Kimmel would be out of jobs, instead of being fully employed with plenty of material.

Generally speaking, yes. Same for Bill Clinton, or any other president.
No one is such a position with access to highly confidential infomation would tell the whole truth, however--just what is necessary.
This is not to say he is always RIGHT. He told the American public there were WMDs in Iraq. There were not, at least anymore. Was he lying? Or mistaken? Somewhere in between? I can't judge it with the certainty so many people feel they have the ability to unless I were to be in his shoes myself. Being president must be nasty hard job. We have the right to call things into question, but I am exceptionally careful not to condemn.

my favorite G. Dubya qoute is:" We must fight terrorism in Iraq before we have to fight it on our shores"
Ladies and gentlemen this has been the presidential lie of mis-information for many war justifications. The last time it was said by President Lyndon B. Johnson who said: "We must fight communism in south east Asia before we have to contain it on our shores". (The Viet Nam War)
The result: We got our a s s e s kicked and pulled all the dirty tricks to win that war. We lost many soldiers. We left Viet Nam in shame. The perceived enemy won and became the president of the whole country. And no one has come to America to harm anyone! And its been a long time. My beloved brother thru his injuries became a casualty of that senseless war.
Sadaam had no plans to harm America and there was no reason to invade Iraq. We have created a magnet for want-a be terrorists
to fight against us.

No politician tells the truth all the time, if one did he'd get tarred and feathered by his fellow politicians and the people would throw him out right away.

He's GOT to tell the truth sometimes.... So, yes, he does.
Now, had you asked, does he always tell the truth, or even does he usually tell the American public the truth, my answer would be no.
