ebay.com or I agree with everyone else you can try a thrift shop and buy second hand there.

You probably have the clothes in your closet to make a preppy outfit. Put on a pair of jeans or a jean mini skirt. Pair it with either a polo shirt or a long sleeved shirt. Then take a sweater, turn it backwards and wear it over your shoulders either tied at the sleeves or connected with the sweater sleeves. Put on a pair of low heels or flats and you are off.

Go to goodwill.
Why would you want to look preppy though? You should go to goodwill and think originally. Then you can have an outfit that no one else has, and you can also show off individuality.
You dont have to buy name brand clothes to get recognized.

Maybe a vintage shop. It's hard to buy any outfit for under $10 in most countries.

You can try Goodwill however I'm not sure you could get an entire outfit there for under $10.

You might be surprised to find that Goodwill and Salvation Army stores have some very excellent clothes for VERY cheap prices. And there's nothing wrong with getting a good deal.
