Mozart composed a set of piano variations on the tune, but he DID NOT compose the original melody. The original melody is French (1761), and used later as a setting for the text "Ah! vous dirai-je, Maman." The melody was also later used to set English nursery songs including "Twinkle, twinkle," the alphabet song, and "Ba-ba blacksheep."
Mozart composed the variations in 1781-82 when he would have been 25 or 26 years old. I'm not sure why people always think this piece was written during his childhood--probably a combination of the fact that it is now known as a children's song and that Mozart was a child prodigy.
It is more common for Classical piano variations to use pre-existing melodies (usually from operas) than composer-original melodies.
Btw, it also appears in Saint-Saëns Carnival of the Animals, during the "Fossils" movement.
