Lucky you! PETA- People for the Ethical Treatment of Animals is located in Norfolk, Virginia and they have an animal rescue brigade. Call their animal rescue hotline at 757-622-7382. You should also call the police because that as*hole can and deserves to get thrown in jail. Good for you for being willing to take a stand against animal abuse.
Good luck and Namaste!

Call your local animal shelter, the Humane Society and the police. Also, follow up by calling your local TV news. Get names of each and every person you speak with, keep a diary of what was said and what they promised, keep the dates and times you spoke with them. Request to remain anonymous since you live too close by and you will be subjected to verbal abuse and all sorts of petty nuisances if you do not. Good luck.

yes call the cops....
animal abuse is as bad a crime as child abuse.
if you wish, you can also tell the cops to not give out your name, that way...your neighbor can't cause you any trouble.
I reported my neighbor for abusing her dog a few years ago. & she was issued a summons for court. because evidence was collected in her cause.

You can put it to the police like that. They will investigate...maybe some other neighbor complained to and then they would have 2 reports to act on.

of course there is call the local spca. but you should know that some dogs yelp just because they know they've done something wrong. My daughter's dog starts crying the minute he realizes he did something he shouldn't have.
