What weather are you looking for? London falls to bits when it is sunny. Just avoid Jan - Feb, and you'll be ok.

When I went to London (also just for a week), I used a travel agent who just took the $ and left us hanging..We have asked for separate beds and they gave us a bed that pulled apart (weird) - no good coffee there either. If you can find a Starbucks use it as your base. The afternoon teatime is a thing of the past except if you go to Highgate (Princess Diana's home) - Sunday afternoon, they serve tea and cakes and you can tour the gardens as well. If you want to go to Buckingham Palace and The Mews, you have to have it booked before you go (the security thing). I made the mistake to trying to go back to locate a painting I wanted to see and two guards quickly told me to keep moving (bummer!). I also went to Stonehedge which cost a lot - the surprise is that the stones are so small - I thought it would be giant but no. The Roman Baths at Bath are very cool - a great ornate supprise! I stayed in Mayfair in a hotel that was mostly used by Mid-Eastern business people..they made me feel very uncomforatable at the indoor pool - dirty looks abound. If I had to do it over (and I hope I do next summer), I would stay near Victoria Station so I could get around better. Also do go to Harrod's and the Victoria and Albert Museum..even if you are not a museum-lover, it's really cool (take the tour too). We took the Jack the Ripper tour- ours wasn't that great..we didn't realize that you can take the tour around midnight and then pub crawl...which we did anyway. We had two good meals in 7 days - one Indian and one Lebanonese..bring PB and jelly if you can. Go to Piccadilly at night and Covent Garden and Charring Cross (day).
The weather seems more like Seattle - rain and all. I would go from late April to mid September. Have a ball, don't sleep, just go, go, go!! Enjoy.

I've live in London, have done all my life. there is no set time because the truth is that it does actually always rain, however I'd say your best season to aim for is late June - Mid August which seems to be the time when weather is hotter and it rains less.
sorry for the long post but apart from the sights mentioned above it depends on what your interests are - I hate just seeing the sites, London is like lots of little villages clumped together so if you go to covent garden, soho, the strand, brixton, camden, bethnal green, and islington, and socialise it is different to if you aim to the more residential socialising ie. the pubs in Bermondsey, dulwich, or dulwich village.
