well yeah the surface tension of water is like concrete so a bullet will ricochet off it an can be lethal

No. For something to skip across water it needs to have a trajectory that runs downward from a parallel of the water's surface. For this to happen a bullet would need to be shot down into the water at a slight angle. When that happens, the bullet disintegrates.

No matter how slight the angle, the water on the bottom of the bullet would produce drag and turn the bullet further into the water where it would then disintegrate.

in fact, a bullet that was given a higher trajectory and so hasn't hit the water will be MORE lethal than a bullet fired from the same distance that has been slowed down by "skipping" on water

If you mean skip across water, the answer is yes. Just like a rock skipping across the water. The lower the trajectory the farther it will go once it skips. Of course, it's lethal power depends on how far away it hits a target.

Absolutely...however the lethality quotient degrades radically with distance. Also...the shot would very likely be made from a very low angle to actually get the bullet to skip. Probably shouldn't try this at home.
