There's usually some sort of hack (a series of numbers and key depressions) that you can use to set some players to multi region. However this is usually only the case where the player has multi region capability.
You could try two things.
Have a look at the website for the manufacturer or try typing in the make and model number of your DVD into google and see what comes up.

The multi region reader is usually already built into dvd player
It costs extra money to take it out during production so if your DVD/VCR was cheap it probably still has it built in, the manufacturers can usually give you the codes or sequences to turn on the multi region reader but it does void the warranty

You can't. Simple is that. Most PC DVD software will play multiple region DVDs, but after a limited amount of switching from one region to another, it will become permanently locked to one region.

go to hackdvd.com and put in your dvd model no. it will give yousix digit code to make your dvd choose a region. choose region 0 which is universal. it will then play dvd's from other countries

go to videohelp, and there you will find a list of hack codes to reveal the hidden menus in many DVD players to make them region-free
