I didnt notice they had stopped saying it but now that i think about it i havent heard it in a while. They probably stopped saying it cos it was a daft thing to say and pften p*sses people off - how they hell does some stranger know what has happened and what hasnt. One idiot said it to me years ago about a week after my dad had died... doofus

Used as an icebreaker to get the person to open up. Usually 'IT' had already happened before someone made this comment.
I hadn't noticed that people no longer say it. But perhaps you should not give this government yet another excuse for being PC.

perhaps it's because too many people have been told to cheer up, it may never happen, on days when they are down in the dumps for a reason. They all thought, 'It HAS happened!'

What is the worst that could happen when they said it? G. W. could get re-elected?. Tony Bliar could get re-elected?
They are BOTH the worst thing that could happen, and they both did. So nobody says, "It couldn't happen" any more, because now, we all know different (and anyway, no one would believe it any more)

it's just another way to say "don't worry be happy". and generally this phrase is said before something happens, that is usually expected to be unpleasant.
