Yes Terrorists did go into Iraq, but then the majority of the terrorists from 9/11 were Saudi. I think the big question here is why didnt the US attack Saudi Arabia, a clear haven for terrorism.

Heck, he's ALWAYS had terrorists there - just not in any numbers. Ref. George Habash, head of the Popular Front for the Liberation of Palestine - he hung out in Baghdad for a VERY long time.
Most terrorists didn't care too much for Sadly Insane's nightmare as the secret police were ever present and Sadly himself had a penchant for killing people he suddenly discovered he didn't like or couldn't trust.

There was at least one in Iraq before the invasion Musab al-Zarqawi.
There were terrorist training camp that the US destroyed after the invasion. It was unclear if they were supported by Saddam.
To make a statement like that you would have to be an idiot because virtually every country has at least one terrorist in it.
Saddam was paying the suicide bomber's families $25000 to kill Israelis. So he was a terrorist.
