Let's work this out (or try to): You'll need a multiple of 5 in pennies if you're going to use them and since the most we can have is 20 pennies (25 would START with too many coins), then:

20 pennies=20 cents
1 half-dollar=50 cents
1 quarter=25 cents
1 nickel=5 cents
______________
23 coins=$1.00

What if we use 15 pennies and 8 more coins?

15 pennies=15 cents
1 half-dollar= 50 cents
7 nickels=35 cents
________________
23 coins=$1.00

If we only use 10 pennies and 13 more coins, we can't use a half-dollar.

But what if you don't allow half-dollars? It gets more complicated. Starting with 20 pennies again, you have 3 coins left to make 80 cents and that won't happen without the half-dollars.

So we'll back off to 15 pennies and 8 more coins:

15 pennies=15 cents
1 quarter=25cents
4 dimes=40 cents
3 nickels=20 cents

With 10 pennies and 13 more coins:

10 pennies=10 cents
1 quarter=25 cents
