Let's work this out (or try to): You'll need a multiple of 5 in pennies if you're going to use them and since the most we can have is 20 pennies (25 would START with too many coins), then:
20 pennies=20 cents
1 half-dollar=50 cents
1 quarter=25 cents
1 nickel=5 cents
______________
23 coins=$1.00
What if we use 15 pennies and 8 more coins?
15 pennies=15 cents
1 half-dollar= 50 cents
7 nickels=35 cents

23 coins=$1.00
If we only use 10 pennies and 13 more coins, we can't use a half-dollar.
