Why would you want to step down from being a manager after 9 years experience? I know you said that you wanna start a family but that is no reason to step down. Maybe your interviewers do not take you seriously. I really hope you did not give this "stepping down because I wanna start a family" reason for seeking a job below your qualification. Quite a lot of us have families and work full time. You have 9 years management experience. Wanting to step down is an indication to recruiters that you do not value your management experience. You therefore lead them to believe that you have wasted 9 years of your life. They may also believe that you are unable to balance your work life and your personal life.
Try a different approach. Instead, look for managerial or supervisory roles that would not be so demanding of your time. The "Thank you" letter after being interviewed is a good idea but I do not think that is what has prevented you from succeeding so far. Interviewers look for candidates who are ambitious and have clear career goals for personal growth. They believe that if you do not have a progressive plan for your life, then maybe you will not have one for their company either. Value your achievements and build on them. If you have managed a jewelry store, chances are you can manage pretty much any retail business. If you seek jobs with a large retailer (a more complex environment than ajewelry store) they may want to start you at a supervisory level. Just look for jobs with less hours or find part-time jobs. Failing that I would suggest that you consider a work from home alternative. Good luck!

I would try a different approach. Do not let the interviewer know you will take a lesser job, or that you want to step down from management possitions. This seems to say that you are not willing to give extra effort.
I would also consider additional income streams from a legit Home based business.

Do you send a thank you note for the interview? That makes a good impression. Also, after a week you can call and thank them and tell them that you are looking forward to working there. Before you go for an interview, learn all you can about the company so that you can mention some of the information during the interview.

Sending thank-you letters and doing call backs was already mentioned, But it would be interesting to see what kind of jobs you are applying for. You stated that you are a manager now. Maybe you are over qualified for the types of jobs you are applying for. That could be a reason for no call back. You may want to look at the types of jobs you are applying for. Though you may be willing to "step down" , an employer may not wish to hire you. Maybe they feel you would get bored or would not like the idea of being "managed"

I think wanting to start a family is a great Idea along you have a mate who is willing to support you no matter what you want to do. I don't think stepping down from a manager position is such a great idea to begin with, why not trying for a promotion.

Follow up with a phone call after the interview. If they hire someone else, it can't hurt to ask them why they did not hire you. They may not tell you, but they might.
