Does anyone remember a movie from the early 80's where a guy uses his truck to commit vigilante justice?

If I remember correctly he suped up his truck and tracked down people who escaped conviction on crimes.

I think his brother was killed by a drunk driver, or something along those lines, and the guy got off on charges.

I think the movie your refering to is "Highway Man".
