What you think all depends on whether or not he looked good! Your thoughts may range from "YUCK!" to "YUMMY!"
He's not indecently exposed, nor does your question suggest lewd or indecent behavior. Indecency is often tied to the person's intent - if he did this for the purpose of arousing himself or others it would be indecent or lewd behavior. Otherwise he's just a man in his underwear.
