I want to get tires put on a 18inch rim, brand new ones?

depends on the place, around 10 or 15$ each

usually that is included in the price of the tire if you buy it from them. Don't let them itemize you.
But it should cost about 8 to 10 bucks it's a simple procedure if the shop has the right equipment ...your just paying for the guy's time and disposal of the old tire.

where I work it's $10 mount and balance (regular weights no custom balance or custom rims which are usually more ..closer to $20 a tire)

plus cost of tires... most 18s are $100+/tire

i was charged 40 bucks to put a time on rim by a arab business i was pissed i thought it would cost 7 dollars

It all depends on where you go but it should be any where from 20-30 bucks. unless you go to the car dealer itself.

i have seen shops charge a dollar per inch of tire. so yours $18 per tire.
