Not exactly sure what your question is. When you say 'civil service' keeps getting bigger, do you mean the government?
Anyways, the only way for any government to 'get it right' is to have a solid method if checks and balances where our politicians are held accountable for their actions/votes/legislation.

There is only one solution to this 'cancer'.
Governments will get it right when we, the voters start electing leaders/representatives with principles.
What we are doing at the moment is believe these s.o.b.'s when they tell us what we want to hear, and then we are too spineless to keep them to their promises.
This stupid mentality is shown by many people who now say that they didn't vote for Blair and Bush, et al, but obviously somebody voted for them, and as they were the majority, they should demand from their Members of Parliament, Representatives and Senators to exercise the will of the people.
The same phenomenon is apparent when we blame the UN for being useless. I see Englishmen, Americans, Russians, Chinese, Japanese, Frenchmen, etc at the UN. The UN is NOT some Alien Organisation put there to mess things up, they are OUR representatives, (charged with the task of sorting out world problems) but certain governments are too busy advancing their own agendas, thereby making this 'thing' called the UN a whipping boy, easily blamed for being ineffectual.
We, the voters of the world, must step up to the plate and demand that our will be done, by electing honest, principled and caring leaders. But, I am afraid the apathy is too deeply ingrained.

On the whole I agree but you would still need a form of administration and that's where it falls down. There are few, in history, that would be regarded as good men, those that are were outstanding. What we have is a hierarchy at the top whether they be politicians, civil servants or business top guns who feed on us for their own ends. Thankfully death is a great equaliser and regardless of their power, their wealth or their so called station in life they will be visited.

Direct democracy does no better. The people just start voting big presents to themselves while not doing anything to pay for it.
