Will open an ISO file.
Otherwise, burn the ISO direct to disc as a 'disc image'.

ISO is an image file that can be burned as is directly to CD or DVD. However, if you're looking to simply extract certain data from the ISO file itself, you'll need to find a program that will open the file in a window.
There's several programs that can do this for you. One is WinRAR and another is WinISO. Both are shareware programs so you have a limited time to use the program before you have to purchase it. But they will extract contents from an ISO file into the location of your choosing.

Not a problem. You can download and use Isobuster. It is a shareware so, after the trial period, certain features are disabled but you can still use the basic features. In fact, the features that are disabled are hardly used even for advanced users. The download link is: http://fileforum.betanews.com/detail/IsoBuster/946503421/1
I chosen to give you the betanews.com website address because you can see what other people have to say about Isobuster.
Below, is the product description given by the makers of Isobuster:
IsoBuster lets you explore a CD's File System while by-passing Windows. It is a CD/DVD and (Disk)Image File data recovery tool that can read and extract files, tracks and sessions from CD-i, VCD, SVCD, CD-ROM, CD-ROM XA, DVD, DVCD and others. It also supports the following image file formats: *.DAO, *.TAO, *.ISO, *.BIN, *.IMG, *.CIF, *.FCD, *.NRG, *.GCD, *.P01, *.C2D, *.CUE, *.CD and *.GI. It uses several retry-mechanisms to aid you in getting the data, even if Windows is not able to do so. Additional features include Mpg (*.dat) Extraction, support for file system properties, CDText support and much more. The vast majority of the features available are free, however some advanced features like UDF support are only available in a registered version.

ISO is a virtual cd file. The best software recommended to open it would be Alcohol 120% or Nero Image Drive.

WinRAR WILL read ISOs.

The above link shows what formats WinRAR can unpack.
You don't have to burn the image to a CD/DVD. I know because I used to download ISOs and open them with WinRAR without burning them.

An .iso file is a disc image (either a CD or DVD). You will need a CD Burning program(like Nero Burning ROM or others) or a Disc Emulator program to gain access to this file.

An iso is a disc image file. You need to burn the iso to cd or dvd depending on which it is. You will need a program such as Nero to do this.

the best thing so you don't have to burn it to disk is to download daemon tools. This will convert the ISO file into a virtual drive.
