The court order comes, obviously, from the court.

The trick is, there may be lots of procedures involved in asking for a court order, depending on the nature of the order.

Lawyers are trained to understand the procedures, and how to go about asking the court for what you want. Without a lawyer, you need to figure out the proper procedures yourself.

A place to start is the clerk of the court, who can tell you what forms exist if you are proceeding on your own. Most will not offer legal advice, and will often be unhelpful in figuring our which forms to use. But that's the way the legal system works.

go down to the court, tell the clerk what you are trying to do, they will give you the papers , it usually costs 5.oo for the papers, then you fill them out have them noterized, (the clerk can do this for $) and then you will have to pay to have the person served, then you go to court and then the court will order somthing, but without a lawyer it may not be what you want. if you are the victim, call legal aid to help you for free or reduced fees.

You can do somethings on your own by getting the forms filling them out and paying the filing fee. Information on the type of case and state would help.
