The answer to this is not clear. The straight answer is "no it is not illegal" if burning takes place at a dwelling house. Yes, "it is illegal" if it is an Industrial premises.
Environmental Officers will only take action if the domestic bonfire is a nuisance, i.e. being lit several times a week and constantly smoking out neighbours over long periods of time.
See the following links for more information on this.

Yes the fumes are poisonous. Take the tires to a dealer to dispose of. They'll charge a fee, but at least you'll be rid of them.
Another way is to use them as raised beds in your garden. Hook two tires together with rebars into the ground and fill with compost. Plant potatoes, tomatoes or flowers or whatever. You can even paint the tires if you want to.'

I think so, smoke free zones and all that plus releasing toxic fumes. I wouldn't let you burn tyres at the bottom of my garden though, sorry.

Yes it is, it releases poisonous gases. That is why they must be disposed of in a proper manner at a tyre centre. They are actually now beginning to recycle tyres by cutting them into shreds and packaging them as mulch,

In the UK if you're in a designated 'Smokeless Zone' I think it's an offence to burn ANYTHING in your garden.
Burning tyres would be seen as a big no-no anywhere though I would imagine and would cause 'issues' with your neighbours too!
