I had this problem once, but only once. I was messing around with my startup items and I disabled Remote Procedure Call, this is the program responsible for locating and loading everything at boot (or so I could assume based on the behavior after I disabled it). Now, I cannot under any circumstances promise that will fix your problem, but you could use CodeStuff Starter to see exactly what is running on your computer, provided you can install it, http://www.snapfiles.com/get/starter.html

That being said you could also try rebooting your computer in Safe Mode by pressing F8 at startup and selecting it. From here you may be able to run system restore, again, given the state of your system, I can't promise even that will work. You could try a repair install (using your Windows XP disc if you were provided one).

Other than that the only other option that comes to mind is to reinstall Windows. Perhaps someone else can think of a solution that will work, if the ones I have provided you with don't.

I'm afraid at this point you'll have to consider reinstalling Windows since your PC is basically useless at this point. As to the cause, it sounds like that some Windows system files are either missing or corrupt which could be the result of poor system maintenance, a virus, various types of malware and so on. If you could run a scan I would suggest doing so but it does not seem like that is a viable option.
