A President can be impeached any time. I tried to research a factual location, but the web is so inundated with Impeach Bush sites and blogs you can't find any facts. Of the sites I looked at, the movement seems to be "I don't like Bush, I don't like what he's doing or how he's doing it, let's impeach him".

A president can be brought up on trial and possibly impeached any time the congress thinks it is necessary, Although, now is not really the time to do it.

Yes, but he has to be guilty of a high crime or misdemeanor...
Something like lying under oath, a felony, might qualify.
Something like being mad at him because he won 2 elections doesn't quite make the cut.
