It's a natural human instinct that is displayed across all cultures and has been passed down to us by our ancestors.
Just like how dogs wag their tails, and cats purr. It's just a natural instinctive response to contentedness. It's believed that these emotional responses developed through evolution (or creation), and that they are genetically useful traits because they are important for non-verbal communication.
Young babies would not be able to survive if they couldn't communicate to caregivers what their needs are by signalling that they are happy or sad. Since they can't speak, we would never know if they needed food, drink, comfort, warmth...etc unless it was for their instinctual emotional responses. By signalling to caregivers a baby's needs, smiles, frowns, tears, and yells all help contribute to the survival of our species.
