The sign of the exponent can be changed if you move the number from top to bottom or bottom to top.
I mean...
x / a
If you move x down beside a then its exponent changes.
If you move the a up by the x then its exponent changes.
Worse comes to worse, sparknotes.con has helped me some.

If you have a negative exponent, like (x)^-4, that means 1/(x^4), so if x = 2, x^-4 = 1/x^4 = 1/2^4 = 1/16 = 0.0625
If you have something like x^(-1/4), than that means you have 1/(x^(1/4)). So if x=16, than x^(-1/4) = 1/(x^0.25) = 1/(16^0.25) = 1/2 = 0.5.
Now if you have either in an equation and you want to get rid of it, raise both sides by the reciprical. So if you have a negative exponent, like 5 = x^-3, raise each side by -3 so you get:
(5)^-3 = x = 0.008. And if you have a fractional exponent, such as 5 = x^(1/3), raise each side to the (3) power, so yo get:
5^3 = x = 125.
Now if you have both, such as 5 = x^(-1/3), than you raise each side by -3. Thus you get 5^(-3) = 1/5^3 = 1/125 = 0.008
Basically you want the exponent of x to be 1.

Put negative exponents in the denominator:
x^-2 = 1 / (x^2)
For exponents that are fractions, the numerator is a power, and the denominator is a root. So:
x^(1/2) = square root(x^1)
or the square root of x.
