A metal's reactivity is rated by the amount of energy released when an electron is removed from its valance shell (ionisation energy). metals with low ionisation energy will be more reactive. hence Cesium with the lowest ionisation energy is the most reactive metal. (Francium is not considered since it is a radio active metal)
