No...but nurturing the mind actually increases its capacity. Isn't that strange? I was watching the documentary about feral children...children that basically little human contact, and are not cared for, for the first years of their lives. Well the later these children are found and cared for, the more tragic their situation because they've lost more potential to rebuild their learning skills. Their mind is actually smaller than somebody else their age...it's undeveloped.

That really depends on what you mean by "brain capacity," but if you are talking about capacity to learn and think, then no, they do not.
In the sense of logical thinking, etc. we know that children are unable to think abstractly until about age 12. There are a lot of theories on this that are well-supported by research if you get developmental psychology book from the library or take a human growth and development class at a local college.
However, what makes the answer to your question a bit more complex is that babies are at a golden age to learn certain things (i.e., language acquisition, perfect pitch, etc.). Many of these skills are MUCH harder (or even impossible) to learn later in life.
As I said earlier, if you would like more information, I would encourage you to find a human growth and development textbook--either at the library or a community college's bookstore (it'll cost you a pretty penny, but if you're interested...!)

No, thats why you come across some mentally disabled people with a mental age of for example 8, there brain developes the capasity of an 8 yr old and does not develope further. Therefore, no matter how old they become, they will never be able to understand more difficult concepts, because their minds dont have the capasity.
