It's poor planning (as someone here said) and lack of giving a damn.
I like to believe in Karma and eventually anyone who would withhold necessary medical attention for any living thing (human or animal) that they could afford if they went for a short while without ...oh say.....cigarettes, cable TV, INTERNET for instance.............. will eventually be visited by Karma.

Ideally no one would acquire a pet unless they were financially secure enough to cover costly medical bills should the pet become ill. Unfortunately we do not live in an ideal world. Many animal lovers are elderly or poor,and often these are people who pets can be very beneficial too. Some new pet owners just do not realize how expensive medical care is for animals. Sometimes unforeseen financial situations occur(illness,lost jobs)--they may have been able to afford vet bills when they first got the pet.,and sometimes people acquire pets kind of unexpectedly(adopted by a stray,or asked to watch a pet that is then never reclaimed.)there are lots of reasons -some understandable ---others not!

For the same reason a lot of people can't afford to take themselves or their kids to the doctor except in emegencies -- they are poor! Does that mean poor people should never have pets? Not in my book. A dog or cat owned by a homeless person might not get the same level of medical care as one owned by a millionaire, but it will certainly be better off than being a stray or getting euthanized at the pound. Not to mention the love they give each other -- it could be that the homeless person needs a dog a whole lot more than that millionaire. In an ideal world, nobody would go hungry or be on the streets, but we do not live in an idea world, either for animals or humans.

Pets don't need to go to the vet except for in the case of an extreme emergency. There are many home remedy things you can do at home for a sick pet. I think people who take their pets to the vet every week or month are stupid and wasting their money. My opinion

Many 'acquire' a pet who is a stray. They don't want to take it to pound where there is a possibility of it being euthanized so they keep it, even though they are poor.

Some of these people you are talking about may be elderly, or homeless, and have a legitimate excuse. I offer no defense for those who have pets and don't care for them properly.

Because people get so excited and then get a pet then the pet gets sick and they go oh yah we need to bring him to the vet. They forget all about it.

Because it's expensive. That wouldn't be me, but I know when I take my guinea pig just to get his nails clipped, it cost $50! Pathetic how expensive it is just to do that!
