This happens ALL THE TIME in our local running club. yesterday, I had to cross the double yellow line on the road to go around them to finish the race myself. I have a photo of the people and me coming up behind them that a race photographer took. Is this just arrogant behavior that needs to be addressed or should I get over it and shut up like I have been doing?

you tell them "Coming through" and they are supposed to make a hole for you to get through start saying this well before you are going to hit them. If they don't move then you force a hole. They will learn the rules

Is this a deliberate tactic to slow others down or just runners taking a break and not thinking? I'm assuming this isn't a high stakes kind of race, but an informal one. I don't know anything about racing clubs, but if the club has a newsletter, have a note added asking walking participants to please leave the path open for those who are running.

You should announce that you are approaching before you get to them and if they have any manners at all they will move.

And how sad that someone doesn't know what abreast means.

Abreast means spread, sort of. He means they were blocking all the lanes.

That should not be allowed.

Just slap the middle two on the ***, fall back, then dart through as their wall disentegrates into a huddle of recriminations and erupting sexual tension.

Yell..."comin' thru!"

If that doesn't work, then yell louder, "Please don't block the road!"

If THAT doesn't work..... yell, "Hey Numb nuts! Get the phuque out of my way! Move it or lose it!!!"
