No. Time cannot go backwards at all, anywhere (the most it can do is slow down, and the Earth rotating in the other direciton wouldn't affect that almost at all). However, the Sun would start rising in the west and setting in the east. Also, if the objects on the surface didn't start spinning in the other direction along with the Earth, they'd fly off into space.

Time is just a measurement. Like height, length or depth. None of those things can be said to go backwards... why would time have this quality?
It is questionable that time has a 'direction' as all, apart from our perception of it, which may be just an observation of the 2nd Law of thermodynamics at work, or a quirk of the electrochemical process that is consciousness.
What we perceive of as the progress of known past into the unknowable future could just as easily be visualized as future events becoming past events.

No, time cannot spin backwards. To understand this answer my simple question Has anyone ever seen a fired bullet coming back inside a gun? No. Time is a fired bullet it cannot go backwards.

If you had a time machine and set it to go back in time then the earth would rotate backwards but you might kill your grand daddy while in the past and then you wouldn't exist.

Time is a movement in space, from moment zero (the big bang) to now (our universe still expanding itself) .
If our universe reaches a point where it bounces back (shrinks). Then mabe time could reverse itself. The big crunch!

No. To travel back in time the direction of time would have to alter. You would have to travel faster than the speed of light but then you would cease to exist.
