X was the original motion pictures association rating for adult only films, meaning no children at all. As the porn industry developed, many studios (or guys with video cameras) adopted the XXX rating to insinuate that their productions had more sex and flesh than a normal X. In fact, the MPA now uses a NC-17 rating, but the porn studios market using the XXX label which is actually NOT a true rating.

I have to think that this is a reflection of the rating system for movies. In the 1970s and 1980's pornography went through a change as video tapes and home watching became the normal way to view porn, but prior to that it was shown in movie theaters and even attempted to have plots, etc. The rating system used to indicate an adult movie by giving it an X rating. They could have chosen any letter but X seems to be suitable (x indicates unknown in math and was probably the letter that the raters used to say "we don't even know whats on this film because we won't watch it".) X could also insinuate "steer clear" for parents to know that it was unsuitable. The XXX was always more of a marketing tool in the early days of film porno and I can still remember as a teenager driving by the theater with friends and remarking "whoa, that movies double ex!" And later, "wow that one's triple ex!" So it was marketing for sure.
My answer in short. A marketing tool that evolved out of the rating system as the pornography industry shifted from theaters to home video.

When the rating system came out, "X" was reserved for films with high adult content (like Midnight Cowboy) but any film wishing to bypass the system could give themselves the X.
Porn of course, took over and in order to show how "hard" they were, gave themselves more Xs.
XXX was a reallly hardcore film

When they were creating the rating system they needed something for the adult stuff because R just didn't cover it and X seemed to fit, just like a couple hundred years ago when the big 'ol jugs of liquer had XXX across them. It meant "this is not for the faint of heart" "not just anyone can handle this" "adults only"...
