Most civilized countries ban it but it still exists in certain areas, and the world wide web is extremely difficult to police. Expressing a positive opinion on the subject of pedophelia, however perverted such may be to the rest of us, is not necessarily going to get someone in trouble on a web site that in itself does not show depictions of child pornography.

Such is the case with the link you provided. He's sick, he's twisted, and he's clearly wrong in his beliefs, but he's in that 'grey' area that nobody can really regulate.

You can post an email to the host of his website and request that it be shut down, sometimes that sort of action gives desirable results. But some pedophiles own their own server and will simply ignore any such requests.

It is only illegal to a point. Not all "pedo" cites actually use pictures of kids. They use pictures of young looking 18 year olds (and that is not illegal!). The cites can claim whatever they want as long as the models are not under 18. The real problem comes in here: As soon as one is shut down, 15 more are put up. It's too easy to remove the cite and put up new ones with different IPs, etc. Also, the USA has Zero control over sites put up over seas.
I don't like it either, but that's the way it is.

Your question could be answered by common sense... in the Internet anyone can start business for as long as you have the money to pay for the service... if you have money illegal becomes legal...

the problem is that what is considered child porn carries from place to place and that many places dont consider it as such if there is no real child used so if its a drawn picture of made up child and that no child is really used or hurt they say its not same and is art

Because the ACLU sued to have the Smut be allowed. And the P.C. Supreme Court said it is OK. We don't need to control Child Porn that child killers and child rapers enjoy, ask the ACLU.
