Some phones also have permissions that need to be set to allow others to insert files onto your phone. :)

Bluetooth technology allows sending and recieving between two base but if your handset doesn't support certain files then it won't be accepted by the phone when another source tried to send the file over.

Bluetooth is desabled by default on all the phones due to battery saving. In order you can use it, you need to manually turn it on. Go to main menu of your phone and find a bluetooth icon,click it and when you see Power:Off switch it to say Power ON. Confirm it and try using bluetooth. It should work.
Note: Menu commands may vary depends on which phone model you use.

Need to know what service you have.
If you have Verizon bluetooth is only enabled for wireless headsets you can't use it for anything else.
