Bluetooth is desabled by default on all the phones due to battery saving. In order you can use it, you need to manually turn it on. Go to main menu of your phone and find a bluetooth icon, click it and when you see Power:Off switch it to say Power ON. Confirm it and try using bluetooth. It should work.

Note: Menu commands may vary depends on which phone model you use.
