I have seen these little things, while watering and then again in my dogs bowl. ( there were atleast 100) They are very very small and lite in color almost white, and they seem to jump. I thought they were some type of sand flea, because our house is mostly dirt, but the they are not ( according to the websites). Has anyone seen these and know what they are?
I live in San Diego...

I think they are white fly. They are a pest on plants but not to humans or animals (except that they itch!).

No, they are not fleas, aphids, or thrips. Fleas infest animals, not plants. Aphids custer, usually at the growing tips, and do not hop about. Thrips are almost invisible and can only be confirmed if you hold the plant upside-down over a sheet of white paper and tap the foliage (they will fall out).

What you have sounds like whiteflies, a common pest of ornamentals. Don't bomb your house! Why would you want to spread toxic chemicals indoors? Spray the affected plants with Safer's Insecticidal Soap. Harmless to hmans. Be sure to spray the undersides of leaves as well as the top foliage. You may have to repeat in a week or so if eggs hatch and you see new flies. Two applications ought to do it.

Sound like they could be white flies as some of the varmints mentioned above not readily visible to the naked eye...

They seem to explode like a cloud when disturbed?

Your dog probably likes the extra protein BUT they're not good for plants. A spray bottle with a little dish washing detergent will ruin their day... spray first thing in the morning and check next day- poof- gone. BUT they will be back- uh ha ha cough- so keep spray bottle...

Removing plant debris and laying fresh mulch a GOOD idea...

well you can either use bug spray (in an area where you don't eat)(remove the dog's bowls and put them elsewhere) and cordon off the air for a while....or you can just fog the entire place and you won't have to spend the time figuring out what any of those bugs are called. If they persist, then call the exterminator.

My guess is aphids. To get rid of them, get a spray bottle and put a tablespoon or so of dishwashing liquid in and fill with water. Give the affected areas a good spray.
If they return, spray again. You can't use too much soap.
