open my computer then on side panel should be the control panel icon

Go to Start>Search
In the search box type
*.cpl

In the results panel on the right you will get a list of all the control panel system files

right click on each one and see if they open

it may be that one of the *.cpl files has become corrupted
or you may have a virus/trojan

boot into safe mode and run a scan

sometimes doing a scan with a good registry cleaner like registry mechanic can do the trick

What else have you got running? There could be a dialogue box awaiting a response. Try closing some other stuff down to see what's running

Try going to your "Programs" and finding it there. It should be on the same page as your "Start".
