now how am i suppose to entertain people on the street.many people like to wager on how far i can throw a box of stray cats.they always cheer at my ability to hurl these vicious homeless.

You were denied because you didn't go through the propper channels.
You need to go to the cat chuckers union, they have the monopoly on all cat chucking permits.
You're lucky they didn't shut you down and super glue your finger tips to your toes.

It was probably because of the cats some cities have leash laws regaurding cats as well as dogs and they probably figured with the leashes on you wouldn't get that much distance so why bother even doing it. It could also be you didn't offer enough of a bribe to the right person.

it was the cats. they bribed someone to make sure you wouldn't get the permit. it was all a part of their 'master plan' bet with the people who wager on how far you can throw the box.
