When citing the preface to a book, does one cite it as (Author xi) or do I have to make an entire new citation for the preface, as it's by a different writer?

You'll need to make an additional citation for the preface because those ideas were not written by the author.

Since citing prefaces is sometimes unusual, doing it the way you have is correct. If you're citing more from the book (from the text itself), you can have it be (Author 27) and on the work's cited page (which I'm assuming you are having to do, too) list the all of the pages (x-ixx, 27,29-85).
