Yes, he still owes. YOU should have filed for support enforcement all those years ago though. IF you have the receipts for the cost of college -- then take that and ask that question at a lawyer's office -- one who usually deals with family law matters. It may be possible -- but given that she is now 33, and there was no filing back then -- well, it could be something that may not be able to go further. Just take the decree, the receipts for college and ask the question -- it will not hurt to do so.

No. Child support is paid by one spouse to another, and the spouse that is collecting is the only one that can take legal action to recover outstanding amounts.
Even though the money was supposed to be for her expenses,it isn't actually her money in the eyes of the law.

The daughter cannot try to collect. However, you still may be able to collect. You have to find out if there are statue of limitations in the state or jurisdiction the case was held. If there are no statue of limitations, you have a good chance to collect.
Good luck!

She can't but you can. My father owes me over $45,000 in back child support, and yeah we could use it, but I know I'll never see it. There's lots of things you can do to file for what you need. I would call them and find out.

I've seen cases where people did win that back support pay. But it involved a long court process.

I dont believe she'd have any luck in the particular situation that you describe. However, she can certainly ask him for his assistance thru their difficult time. It's said that one is able to go thru the IRS. Perhaps she can look into that possibility.
