I want both philosphical and scientific answer.

Well, civilization exists on Earth (but is becoming more scarce every day, little by little). Other than Earth, I believe that there is someplace out there in the vast expanse of the universe where civilization (of a sort) exists. To us it may seem strange or even disturbing, but to whoever the interplanetary race may be, it may seem like a perfectly normal civilization. As I have said before, if Earth is the only oasis of life in the void of space, then we are ONE SAD OASIS.

There are living beings on all the planets of this Universe, and on many planets the standard of life is much higher than on earth. These are facts that blind modern scientists do not give us, but this information is given in authoritative Vedic literatures. I recommend you to study Srimad Bhagavatam, especially canto 5 to learn about the structure and different civilizations of this universe. It is reality!

It exists in tomorrow.

Actually depends on what you call civilization. Technically, what the hell are you doing on the computer if this isn't civilization?
On the other hand, everyday's civilization is backward compared to tomorrow's civlization. so if on a four dimensional basis you consider the universe... civilisation will only exist in the future everyday.
And well, other than on earth, no one really knows but chances are, no.

I feel I have seen UFO's a couple of times but can not be sure if it was from another planet or something we build and the public is not allowed to now about yet.

I don't know of any proof so it will just be a matter of time SETI claims they have proof but nothing that would standup. So give it time and well see.

Just because someone wrote it in srimad bhagavatham( no offenses meant), it doesnt mean its a fact.This is the biggest misunderstanding we have & all the problems thereof. We live in the world of science & science goes by proof. By rational thought, there has to be , Why should it not be? It just that we havent discovered or they havent discovered us yet. Theres no philopsophical answer for this.

I don't know what philosphical means.
I don't know myself, if there is any civilization out there, but I do know, there are true stories from Inuit world.
she who knows, live somewhere in Keewatin, (woman)
she came down as light, from heaven, remembers everything.
Don't know if she is still living, but she told the story herself
about another beings from another galaxy.

Civilisations exist.

But those may not be the ones you expect. Civilisations will not remain stable for long. Changes will be developing. All what we know about ancient civilisations are as they were at certain age. Not its developments through ages.

Scientifically--it could and explorations are going on. Philosophically--yes. Because what we donot see should not necessarily be what is not there.
