I think it depends on the situation. In most cases, for men especially, the body rules the mind. No doubt about it, if you get my drift!
But I like to think that society as a whole would let their mind rule their body. After all, we all have temptations, whether it has to do with sex, or stealing, or hurting someone, or whatever. But if you are fully aware that something is wrong, you should be strong enough to not let your body act on it.

Generally mind controls the body. It's impossible to have a strong body without a strong mind in place. Although there is some feedback the other way, what with confidence and things.
Also, if you believe "Dispatches" the heart does actually have some control over the body. They did this show about heart transplants and how the receivers claimed to gain new memories and emotions.
So I guess the answer could be both

I suspect that body rules the mind - otherwise we would all be perfect in shape and form - and were not!
We eat to much and fatter than we would like to be. Won't go any further on that one - body rules the mind for certain!

The human mind, or conscious, is an electrical manifestation of our central nervous systems, which is a part of our bodies. Therefore, our bodies are ruled by a part of our bodies. Interesting. I'll have to muse on that one.
