Actually, the quote is: "What we've got here is... failure to communicate"; if you have not seen Cool hand Luke from which the line originated you may have heard the line in one of the many movies that have used the line as a parody since it is one of the most quotable lines in movie history. it WAS voted the number 11 quote of all time by the American Film Institute.

"Cool hand luke". Strother martin is the sadistic farm warden with the almost light hearted voice with frightening behavior.
He and Paul newman were in another gem of a movie sometime later, aroung 1977, called Slapshot. That movie is worth renting for the fun of trying to count how many times they use the "f" word...hope that helped
