NO, they do not decrease or increase, ever. Semen is the mix of many glands and sperm. the sperm that ejaculates is only 5% of the semen. sperm that ejaculates is stored in the epididymis, not in the testicles.
No, you will be able to make children. If you masturbate many times in a day, you will ejaculate less semen each time, and also the semn will begin to look different, and not so thick, and not so white. You need to wait 3 days so that all the glands "refill" and the sperm "refill", and then the mixture will be right again.

*sigh* sometimes i hardly believe the questions i read here. I'm a medical student and i can tell you with all certainty that no, masturbating will not cause you to have decreased testicle size. Although if you do it very often you will not be giving your body a chance to produce the same amount of sperm and it will appear that you have less semen then when you leave a couple of days between actions...if you ever do

masturbation don't cause side effect except that it drain you of your energy n make you feel tire if you do it very frequently say 5 times a day, try channel your attention/focus/energy to something useful/beneficial like study, hobby, sport/game etc etc n stay away from porn movie/book/magazine.
