Because the driver, plus the car, plus all the driver's gear, combined, have to be over a certain weight at the end of each session.
The limit is 605 kg for practice and qualifying and 600 kg for the race. From 2008, these limits will be reduced by 50 kg (555 for practice/quali and 550 for the race).

the overall weight of driver and equipment must meet a certain requirement. If not, the stewards can determine whether a team had an ulterior advantage.

If you recall last year, BAR was disqualified b/c their cars were below a certain weight. And very recently (at the Hungaroring), Robert Kubica was disqualified in his maiden race for having an underweight car. Its because of his car +his weight didnt meet up, thats why they were able to determine that.

Its the stewards that check the drivers weight and they check the weight of the car too because the car and driver have to be over a certain weight.
In the last race Kubica was under weight and he lost his points.

Driver + Gear + Car must be > 600kg.
That's why they drive around near the edge of the track to pick up "marbles" and watch them drink water (to put on weight) before going onto the scales...just to make sure they weigh enough

the reason is that all the cars have to weigh the same to make it more even. and because drivers all weigh diferently they add weights on the car to bring all the cars to the same weight
