1. Document all incidents for several days. Specifically items that you can prove were said by him. Write down exact dates, times, wording and context. Save emails. It's all hearsay without physical evidence. *DON'T* print them and then delete them, if they are still on your computer it's a more reliable record including the date created and where it came from, and it's much harder to fake. For the integrity of the evidence it's best printed and left on the computer.
2. Get your papers together printed out including gov't policy and regulations regarding his behaviour. Keep an eye out for incidents that CLEARLY violate the law.
3. Tell him about his behaviour in a non-threatening way, he might stop, so don't show your whole hand too early. Document when and what exactly you said verbatim.
4. If behaviour continues report him to higher management IN WRITING. Most larger companies take this type of accusation VERY seriously. If he is the highest person call an attorney and they'll tell you the best course of action. If higher management doesn't do anything, then you get to have some real fun. If they fail to act that's negligence and you can get some money by sueing them for sure. It wouldn't hurt if your coworker could coroborate (sp?) the story, but with good email evidence you'll be fine without his/her help.
5. Get lots of money and give some to me. :-)

If you report him they will do an in-depth investigation and if this is first offense they may give him a warning. You need to have documentation (timecard, etc.) to present to the Dept. of Labor.
Many employers expect employees to work overtime without pay, which is wrong, however, it seems to be an unwritten rule.
First, confront your boss about the overtime pay in a mild manner and then take it from there.
Good Luck!

Get an attorney and discuss it with him to make sure of your legal grounds before proceeding as this could end up affecting you the rest of your life. If you report and nothing is done, although it is illegal, he could knit-pick you to death and lie in wait for any small infraction to fire you. In the meantime, document every infraction you feel that you have endured in a notebook or in writing somewhere as it could be admitted in Court if it should ever come to that, or at least be a strong bargaining chip.
Good luck!

Are you paid hourly or are you salaried?
You simply reporting him won't result in any fine. There will be a lengthy process before any fine is imposed.
What you should do is look for another job. Your company will have lost a good employee and you'll end up in a better situation.

As has been my experience on Yahoo Answers: if you have to ask the question, then you likely already know the answer..
You know that you should report the guy, so do it. Don't wait around on the internet hoping that a bunch of anonymous strangers will back you up. Just go and do the right thing.

1) confront him on the issue, explain your expectation for working overtime and ask him to lay clear guidelines for when you will or will not receive overtime, this will get him thinking and at the same time make him think you are still loyal
2) look for and get a better job/employer
3) once passed probation at new job, then report old employer

report him he should be charged for that because he may do that to other workers but you are the only one who stuck up to him and you may get a new boss or you may get fired but you can always get a new job and you really should because that's wrong and you can't let him get away with it dude.If he does that to other workers you would be like a hero.you could even sue him for harrasment (not too sure but i think it sounds like harrasment)

He apparently dont mind messing over you!!! Report him to the labor board and let the chips fall where they may. A friend of mine reported his employeer, never gave the guys name, and made the company pay thru the nose, all the time they shorted ALL their employees.
Its worth the risk of the boss finding out you ratted him out. Hell, if he fires you for calling the Labor Board, sue him.
