Topic: Why the System needs a change
Start off by ctaching the attention of ur aduience, this is usually done by starting off with a story or an anecodte or a question, then go on with ur topic. In this case, explain the loopholes in the system and the ways to purge it.

It depends on what the speech is for and who your audience is. The best speeches will always touch upon a subject that the audience either takes an interest in and / or has a strong opinion about. It doesn't matter necessarily whether you agree or disagree with your own opinion so long as you have the interest of your subjects. So long as it's not for high school you can get away with sex, drugs, politics, anything addictive, money, taxes, etc. Just pick a current event off the news or the Internet and roll with it.

there can be innumerable topics for speeches. It all depends on your interest and knowledge.
For instance :
Humanity and science in modern days.
Medicine and health in modern life.
family bondage and social values and urbanisation
wars and post war sufferings
religions and hatredness
life and faith in owns own living
etc
etc
just think keep thinking
then ink ink and ink it on paper
start telling telling
that is speech after all.

Find a story that relates your topic to the audience. Tell the story start to finish, and then say "This is why _________ relates to you."
Generic, simple... and it works.
