They are both the same. Up until the mid eighties they were known as bases because it's the first step when applying your makeup before adding colour. Mid eighties to now- foundations. Composition has nothing to do with it.

Makeup basis usually refers to primer for foundations, not foundations. However, there are foundations that contain primers, such as the foundations from Prescriptives.

there is no difference its just the "proffesionals" that have taught people to use the word "foundations" thats all
