Use black eyeliner and then apply a neutral color eyeshadow over it. It stays on a lot longer that way.

Make sure your eyelids are dry first. Use oil-free foundation on your lids. If you are not wearing foundation, put at least a thin layer of loose powder on your lid, or put a thin layer of eyeshadow.
regardless of whether you put the liner over shadow or under it, put a thin layer of something powdery, so that the liner can stick to it, and put a thin layer of shadow over it to make it stay put.
Use waterproof liner, and do not put it on the inside rim, since tears will wash it within no time. If you have very sensitive eyes or wear contacts, it might be eye irritation that causes more tears to be produced and washes the liner away. Try using powder liner, or, even better dark eyeshadow as a liner (use a thin brush to apply it). If you want more intense effect, dip the brush in water- the effect is very nice, and a bit more subtle than liner.

Have you tried powder eyeliner? The ingredient in regular eyeliners that makes them go on smooth also makes them run. There are some liquid eyeliners that claim they don't run, but I would try powder if I were you.

Use liquid eyeliner. If you've never used it before I suggest you practice. If you happen to mess up, just use a baby wipe and it will come right off!

Use ur pencil or powder liner as usual smudge then use a liquid of the same color close to the base of eyelash. For me that keeps the liner there all day. Make sure u use waterproof liquid.

Try this combo:
(optional) Concealer
Powder foundation
eyeliner pencil,
set it with a powder eyeshadow close to the same color.
The powder is supposed to set the cream., and absorb the excess oil.
