Using an old lady English teacher that I had, as a role model, I would say...
She has to really know her stuff...
She has to sincerely care about and encourage each of her students...
She has to give extra help after school, if needed...
She has to go to the student's parents if she thinks there are problems...
She has to ask open-ended questions so as to make students think about the answers themselves, rather than spoon-feeding answers to them like they are programmed robots...
She has to give them extra-credit projects if she thinks it would help their overall grade average...
She has to refrain from verbal put-downs...
She has to refrain from overloading students with homework, and let them have time for a life outside of school...
She has to praise rather than criticize...
She has to give tests that have no "trick questions in it"...
She has to let her class sit under a tree outside on nice days...
She has to do something fun like a spelling bee contest or a "math bee contest"...
She has to have good personal hygiene habits...
She has to make class fun like giving out a prize trinket to the students who get an "A" on their test...
This type of teacher will cause the students to eagerly anticipate coming to class!

Absolutely.
Must be patient, someone who gets students interested with many activities instead of the proffessor type who stands there or gives you work sheets. Must be fair to all, inspirational in speech, a positive role model in class and personal life.
I worked as a Teacher's Assistant and I had great teachers and poor teachers. And, as a student, I had both. I cannot remember my poor teachers but my good ones are very memorable.

A good teacher is one who teaches children to think for themselves. One who helps a student learn to persevere through difficult tasks, and come out a winner, not because the student got all the answers correct, but because the student tried and learned. A good teacher cares about the student, and not about the tests scores. A good teacher believes in the student as a person, and demonstrates to that student that he/she is there to guide that student through their journey as a learner. A good teacher never gives up on any student.

Good Technique
Poor technique is bad for your body and bad for your dancing. You may not even notice it until years later, when your bad habits prevent you from getting the speed or sound you yearn for. It’s no good to learn something that’s incorrect; you’re going to have to unlearn it later. A tip-off that your teacher has and pays attention to good technique: she or he points out ways to improve the way you move, even if the steps are "right", and is specific about how you should do things (with your knees bent, leaning forward slightly, etc.)

Attentive
Kind of related to good technique. A good teacher will notice if you are doing a shuffle when she asked for a riffle, a left cramp roll when you should be doing a right cramp roll. She will notice the things you don’t even realize you’re doing; she will see when you are struggling and try to help you work through it.

Critical
…in a nice way. Sometimes teachers will make a comment to the group in general, but other times it helps to be singled out. It can be deflating, but you can’t fix a mistake without identifying it first.

Creative
People learn in different ways. I can’t learn a routine if the steps are counted out, but sing it and I’m there. A good teacher can come up with different methods for explaining or demonstrating what is expected of you. She or he will also vary classes with drills, reviews, new steps, routines, etc.

Patient
It’s not just about not being mean. Your ideal instructor doesn't get frustrated if youre trying to get a step but can't. He is willing to a step 100 times if that’s what it takes for you to learn it. Just know that it might not be what you need.

Egalitarian
In every class, there will be a range of abilities. In my experience, it’s good when a teacher can recognize this, but when one person keeps being singled out as the star, it can be really discouraging. It also fosters resentment and can make for unpleasant group dynamics.

Funny
It makes class really enjoyable, and it’s much easier to learn when you are relaxed and happy.

Involved
She always knows what’s going on. She organizes performances, events, and workshops with visiting artists—all of which put her students at an advantage.

Talented
I think this is more important at an advanced level. Early on, you want to get a solid tap foundation; later, you probably want to work more on your style. One way to do that is to learn from people who have good technique and distinct styles. You don’t watch Astaire or Glover to learn how to do a proper pull back, you do it to learn how to add flair and character to your own steps.

someone who is interested in what they teach, kind, pushes their students but doesn't give so much homework that it's impossible to finish it all. If they are at college, high school, or middle school level they have to remember they aren't the students only teacher. They need to be fun. Also they need to take at least a little time to get to know their students.
