They will always have to worry about it.
And it will happen again no matter how good the work to stop it from happening.
The low lying part of N.O should never have been built to start with. And even if we build levees that are good enough for now, there will be a near future repeat that will be another record breaker.
Many said when that part of New Orleans was populated that it should be left alone, just like many parts of the mississippi should have been left alone.
I for one think its stupid to live in areas that are known to constantly flood and repeatedly lose ones home over and over.
Btw, I live in Tulsa Ok which used to also have many low lying flood areas (but we eliminated flooding with many retention ponds that double as soccer & baseball fields).
I hope also that they wont, but the simple fact is, they always will.
The pumps that were there were obsolete when they were put in.
Pump makers of today say they need much more than what they got then, and still need much more than even what they are getting now.
It will still take many more years to properly fix N.O.
But the only true fix is to bring in dirt and more dirt to bring the waterline up to the point where levees wont be needed.
Btw, thats what Bixby OK did, adding up to a few feet of dirt to the northern part of the city to reduce/eliminate flooding.

Personally, I think something of that magnitude won't happen for a long time. When you look back in History, New Orleans seems to get a big one every 40 years. Although it the Hurricane itself did lots of damage, it was the levees breaking that made it a disaster. I hope it won't happen again, I live here.

I hope that Ernesto will spare the US--not just N.O.
The Feds took the money from the levees to support the war before Katrina. But because you have a black mayor in a virtually all black city who hasn't said the right thing at the right time, everyone thinks that the city should crumble because of it.

As unappreciative as the people of New Orleans were last year I personally could not care less what happens to the city. Shooting at people traveling thousands of miles to help you is savage uncalled for.
